Conduct lobbying activities on standards and regulations in China within IP&S FSR (Formal Standardization and Regulation) scope.
In this role, you have the opportunity to
Lobby activities on standards and regulations in China within Intellectual Property and Standards ( IP&S) Formal Standardization and Regulation (FSR) scope, which are the horizontal topics across all Philips businesses.
You are responsible for
Lobby activities on standards and regulations in China within IP&S FSR (Formal Standardization and Regulation) scope, which are the horizontal topics across all Philips businesses; with the exception of environmental care topics which are in the portfolio of a specialized colleague. These horizontal topics include, but are not limited to, Product Safety, EMC, EMF and Conformity Assessment. This requires close co-operation with all the Philips businesses and the Philips Government Affairs office in Beijing.
Understand and gather Philips’ Position versus standards and regulations in China. Define the Philips position in cooperation with the Philips businesses with respect to draft standards or amendments, after checking the interests of the different parties within Philips, to optimally protect its commercial interests.
Influence external standards in China in line with the Philips position. Represent Philips within national platforms in the area of standardization in order to create/revise standards which leverage the Philips position in the relevant markets. Attend the activities of related WGs (Working Groups), TCs (Technical Committees), and share information with sectors.
Influence External Legislation in China. Represent Philips directly in the Chinese legislation platforms, or indirectly in NGO’s (Non Governmental Organizations) such as EUCCC, EuropElectro, ANSI, to monitor legislative developments and, where possible, to safeguard the interests of Philips.
Build a network with the Chinese authorities or institute to influence standardization related policies.
Contribute to the following FSR services in China (support / complement China FSR colleague):
Act as focal point and information broker for ‘horizontal’ Chinese FSR matters in Philips in the areas of Product Safety, EMC, EMF and Conformity Assessment. Provide help and advice; inform the outside world on Philips organization and vice versa, etc.
Monitor status and gather information on these horizontal Chinese FSR matters relevant to Philips businesses; filter and disseminate.
Maintain and exploit good operational contacts with relevant Chinese FSR related official organizations for Philips at a corporate level.
Maintain the Chinese standards supply set and conformity assessment rules for the FSR web site in co-operation with the Dutch FSR team and the Sectors, and arrange for it to be published on the web site, so that the relevant departments within the company have the latest standards well documented.
You are a part of

To succeed in this role, you should have the following skills and experience
Master Degree or above in Physics, Electronics or Engineering, Economics, with legal background
Knowledge and experience on formal standards and regulations including ability to understand relevant Chinese legislation
Excellent communication and negotiation skills
Good spoken and writing in English
Fair business sense
Appreciation of Sector related technical matters – in addition understanding of electronics is valuable; eagerness and good ability to absorb technical knowledge from experts
Knowledge of Chinese standardization arena
At ease with performing and learning advanced tasks at the computer
Influencing formal standards and regulations by channel of NGO and standardization committees/WG
Counselling to Sectors and IP&S standardization project
Formal Standard Database maintenance
